This is a very disconcerting – and highly inadequate — piece of work from an agency that is supposed to provide an impartial, evidence-based look at major economic decisions facing the province. The Ontario Clean Air Alliance is petitioning the Ontario government to import water power from Quebec.

(AECL) couldn’t attract top talent as it underwent a massive restructuring in recent years, hurting its ability to make smart decisions, the auditor general said in a report tabled Tuesday. AECL shrank from a staff of around 3,400 people to just 40 between 2009 and 2015, as the Harper government changed it from a mostly government-funded research outfit to an oversight body that contracts a private consortium to perform nuclear science in Canada. AECL has funnelled just under a billion dollars in each of the last two fiscal years to the private consortium.

And it remains a closed-door exercise, meaning that the public is largely unaware what to do in the case of an accident.
